National Artist rules on NCAA website changed

In light of the National Artist controversy over four of the seven title recipients being sudden additions to the list by President Gloria Macapagal-Arroyo, writer Butch Dalisay has pointed to an irregularity in the National Commission for Culture and the Arts (NCCA) website section detailing the rules for nominating a National Artist.
In his Philippine Star column 'Penman', Dalisay wrote that “[The NCCA] seems to be trying to pull a fast one — again.”
“When I looked up the National Artists page on the NCCA website...the rules had suddenly changed — now there was a mention of Executive Order 236 empowering an Honors Committee to make up its own list of NA nominees to the President.”
Dalisay pointed out that the stipulation was only added after the National Artist “scandal” reached the Supreme Court, which has since ordered the postponement of the conferring of 2009 National Artist titles.
“What are they going to call this,” asked Dalisay, “A regular update, for something that hasn’t been touched in years? Or do they actually expect the honorable Justices and other observers to believe that the revised rules had been there all along?”
The NCCA, which takes part in the deliberation process for National Artists, lists the guidelines for nomination here.
